Adds a Rain Shield block that stops rain from displaying in a configurable radius around it. By default this radius is 80 blocks.
The Rain Shield can be disabled by applying a redstone signal to it.

The Rain Shield block is inspired by a block with the same name from <a href="https://www.curseforge.com/minecraft/mc-mods/random-things" rel="nofollow">Random Things</a> which is licensed MIT.
