Nether Ceiling Nerf

Summary:

This datapack changes the nether's build limit to 128 and makes the bedrock ceiling few blocks thicker (in an attemp to prevent players using ender pearl exploits and building on top of it)

 

The nether ceiling always has 3 solid layers of bedrock (vanilla had only 1)

I made this datapack for 1.19.4; It may or may not work on other versions.
